FIFA starts disciplinary proceedings against the president of the Spanish

World football's governing body has launched disciplinary proceedings against Spanish Football Federation president Luis Rubiales for his conduct at the Women's World Cup final on Sunday.

Rubiales kissed striker Jenni Hermoso on the lips after Spain beat England, a move that was widely criticized in Spain and forced him to issue a public apology.

FIFA has recently announced that it will investigate whether this action constitutes a breach of Article 13 of the disciplinary code, relating to offensive behaviour.

"FIFA reiterates its unwavering commitment to respecting the integrity of all individuals and strongly condemns any contrary behavior," it said in a statement.

According to the disciplinary code, officials must respect the principles of fair play, loyalty and integrity.

Rubiales apologized for the kiss on Monday, but Spanish Prime Minister Pedro Sanchez said that was not enough. Even Spain's Deputy Prime Minister Yolanda Diaz joined those who called for him to resign.
