Jonathan Jacob Meijer, from the city of The Hague, is accused of defrauding hundreds of women by telling them he would help them become mothers and overcharging. There are not 25 women, but more than 500.
Advocacy group The Donor Child Foundation has sued the 41-year-old to prevent him from donating sperm in the future.
Authorities reportedly blacklisted the musician in 2017 after the Dutch Association of Obstetrics and Gynecology said he had helped conceive 100 babies through 10 different clinics.
He was accused of cheating on hundreds of women around the world and fathered around 550 children.
Any material received from Meijer that is still in storage is currently required to be destroyed.
The authorities say that he is also offering his "service" through online sites, that is, privately, in Denmark and Ukraine.
Many women have sued him, as they fear the future of their children tomorrow. They can marry each other.
