The report of the Department of Public Administration shows exactly this tendency for elements, even when certain groups seek to join the civil service.

The data show that the average age of those who apply, regardless of the type of procedure, is 31 years old, while the average age of applicants for admission to the civil service is 29 years old and the average age of those who apply for promotion is 38 years old "says the report of DAP.

In terms of career development within the administration, ie movements within it for the most part occur within the same institution. "The highest percentage of mobility occurs within the same institution, which accounts for 65% of all movements in the civil service. "Meanwhile, it seems that the number of civil servants joining the central administration from independent institutions remains the lowest," the document reads.

On the other hand only 11% of the vacancies announced were filled through the parallel movement procedure. The same seems to be the situation regarding promotions, where only 12% of vacancies are filled through this procedure.

According to DoPA, another important indicator is the filling of vacancies in the lower and middle management category, with candidates from outside the civil service. The data of this institution show that this method has been successful and that a significant part of the vacancies open for recruitment from outside the civil service, have been filled through the exclusion rule of 20%.
