The reason is the anti-Covid measures that the Montenegrin Prime Minister does not seem to have respected. Montenegrin journalist Aleksandar Brezar has published a video showing government cars returning to customs. According to him, the Prime Minister did not present the vaccination certificate nor a valid test with a negative result against Covid.

But the prime minister found another way to be present at lunch with the chancellor and other prime ministers of the region. After returning to the border, Krivokapic reportedly returned to Podgorica and flew back to Albania by plane from the airport in Golubovci.
