Keir Starmer said he will have to make tough decisions, and make them early, at his first Downing Street press conference.
The new prime minister of Britain had the issue of overcrowded prisons as his first topic.
He said that prisons are full, but added that there is no "overnight solution" to the lack of prison space in the UK.
The Prime Minister said that the previous government did not take any tough decisions on prison planning.
Earlier he held a cabinet meeting in Downing Street with his key team, including Deputy Prime Minister Angela Rayner and Chancellor Rachel Reeves.
Meanwhile, Rishi Sunak has said he will stay on as Conservative leader for the time being until plans are made to elect his successor.
