"For the BUDGET

3. Any budget implementing unit, ministry or agency that fails to do the WORK, must take and bear responsibility, even political.

4. GDP is not enough, the budget is not welfare; well-being is not only MATERIAL; an environment degraded from the order after GDP, especially in sectors with a strong influence on it - sic HOUSING, seriously damages WELFARE.

5. Duhet BARAZI TE DREJTASH, MUNDESISH, akses i lire e i gjere ne burimet natyrore, ekonomike, ne sherbime jetike, perfshi arsimin, shendetesine, kulturen, POLITIKEN; DEMOKRACIA E PARASE qe kemi ndertuar me zell per 32 vite, ka perjashtuar, nuk ka perfshire.

6. Buxheti Publik, Mireqeverisja, Shteti i Mireqenies, duhet te na identifikoje si TE MAJTE, duhet te jete ajo qe jemi.

7. Duhet THYERJE E FORTE RISHPERNDARESE E TE ARDHURAVE, PASURISE.

8. Viti i 10-te ne qeveri duhet te na kishte bere te GUXONIM ME TE ARDHURAT, ne mbetemi ne kufirin e 29%, nuk kapercejme dot murin 30%, mbetemi shume larg vendeve qe rishperndajne forte, ku niveli i te ardhurave ndaj Gdp, nis me 40%.

9. Taksat e reja nuk na ndihmojne per kete; ato rregullojne, asgje tjeter; nuk jam krenar as qe thyejme sot marreveshjen 25 vjecare te gjithpranuar per lejimin e njohjen e evazionit ne sektorin e birres; as per tatimin zero per te ardhurat deri 50 mije leke; jemi te pakten 5 vjet me vonese per te paren e 1 vit per te dyten; duheshin bere me pare.

10. Guximi me te ardhurat eshte tjeter: 1-privilegjet fiskale me ligj 86 miliarde ne vit, shtrire ne vite per 20-25 vite me radhe, ne sektore te konsoliduar e me norma te larta fitimi-sic ndertimi, jane shume, tani ti kthehen buxhetit; 2- privilegjet fiskale me kontrate, vecanerisht ne sektorin e burimeve natyrore-sic marreveshjet hidrokarbure, nga te cilat ne marrim zero tatim fitimi prej vitesh, duhet ti kthehen buxhetit te shtetit.

11. Tatimi i Sheshte mbi TE ARDHURAT NGA KAPITALI, nuk eshte as i drejte e as pjese e Drejtesise Fiskale; taksat nuk duhet te nxisin pabarazine, nuk duhet te thellojne pabarazine; ne ane tjeter te ardhurat, pasuria e krijuar thjesht se je i pasur, e cila nuk riinvestohet, jane para e pasuri e vdekur, VANITET kur behet Hermes, Gucci, Bantley, Maybach per te pasurit e femijet e tyre; une parane e dua te financoj punen, zhvillimin. Nese jo, shteti duhet te bej drejte DREJTESI FISKALE; te udheheqe me rishperndarje.

12. Dakord me mbledhjen e te ardhurave nga puna e pare, e dyte, e trete, e drejte; por kthehet ne padrejtesi te madhe, pabarazi, nese nuk mbledhim te gjitha te ardhurat nga kapitali, aksionet, dividentet, qirate e pasurise se paluajtshme, depozitat e medha dhe nuk i tatojme ne menyre progresive, me ne fund ME NJE TATIM PROGRESIV TE VERTETE!

13. Duhet te guxojme me PAGEN MINIMALE; as 34 mije leke, as 36 e 38 mije leke qe shkon vitin tjeter, nuk eshte paga reale minimale qe paguhet ne kete vend; rritja e pages minimale, e pages ne ekonomi, gjen punetoret qe na duhen kaq shume.

14. Paga minimale zyrtare eshte nje kompromis 20-25 vjecar qe e ka kthyer ne nje dysheme formale per te llogaritur me pak sigurime shoqerore e shendetesore per punetoret; eshte nje privilegj fiskal por jo per punetoret, per punedhenesit e medhenj; po ndodh qe perqendrimi ne tregje, por sjell perqendrim te madh edhe te punetoreve neper disa ndermarrje; kartelizimi i tregut te punes nuk eshte e mira qe na duhet, perkundrazi, ky lloj kartelizimi do kete ndikim te forte ne te ardhurat e punetoreve, por edhe ne vendimmarrjen e politikes; nese arrijme ketu eshte gerryerja me e madhe e demokracise.

15.
