The Ministry of Tourism and Environment, through an official statement, has clarified that the placement of the electronic ticket in the Divjaka Park will be applied only to tourists and not to residents. The statement comes after protests by residents who opposed the placement of the beam.

Clarification on electronic ticketing in Divjaka Park

Over the last few years, the flow of tourists to the Divjakë-Karavasta National Park has been increasing, bringing the need for the establishment of an electronic ticketing system, which will enable the entry of visitors and vehicles through controlled access.

Controlled access to the park, in addition to ensuring income, will also help in the effective and sustainable management of this protected environmental area. Establishing direct contact of all visitors with the park staff will help the latter to orient the tourist flow and visitor behavior in accordance with the park's zoning and rules, and it will be possible to accurately determine the number of visitors and tourists, vehicle registration and revenue generation.

The road where the control system is placed is a road that gives access only to the park and does not connect to any other road axis. It is under the administration of ARRSH, which has already given permission for installation.

The investment is being carried out within the project "Increasing the financial stability of the system of protected areas in Albania", made possible by UNDP.

It is about a modest ticket worth 50 ALL, to increase services and maintain the park. This ticket will be applied only to tourists and residents of the area are excluded from it.

All over the world, national parks need to be maintained in a special way because of the high attendance by tourists. We have several cases in Albania where this practice has been applied in Dajt, Syrin e Kaltër, Kune Vain Lezhë and there has been no problem.

Për më tepër që banorët përjashtohen nga tarifa, e cila për turistët është simbolike, por e mjaftueshme për ta pastruar, mirëmbajtur dhe investuar në zonë, çka do të sjellë më shumë vizitorë e më shumë të ardhura për zonën dhe banorët.

Në mbështetje të VKM-së nr. 1156, datë 24.12.2020 “Për përcaktimin e të ardhurave të gjeneruara nga tarifat që paguhen në zonat e mbrojtura, të masës dhe kritereve të përdorimit të tyre”, do të bëhet edhe caktimi i vlerës së tarifës për hyrjen në park nëpërmjet këtij sistemi elektronik.

Referuar ligjit nr. 81/2017 “Për zonat e mbrojtura”, neni 56, pika 2, citohet se: “Ministria, AKZM-ja dhe pushteti lokal nxitin dhe përkrahin nisma, projekte, programe e veprimtari, që synojnë përmirësimin e treguesve ekologjikë e natyrorë të një zone të mbrojtur mjedisore ose që ndikojnë pozitivisht në to”.

Determining the places of controlled access in the managed parks, for the improvement of the ecological and natural indicators of an environmentally protected area, is done by order of the minister responsible for the environment. It is the direct responsibility of the National Agency of Protected Areas to ensure conservation in protected natural ecosystems and to guarantee the fulfillment of environmental, economic, social and cultural functions, in the interest of the whole society.
