The EU Council calls for the lifting of travel restrictions from today. The list

From today, EU member states must gradually lift temporary restrictions on non-essential travel within European territory. In the report recently published by the European Council, it is stated that part of the travel facilitation should be the third countries listed in this report, among them Albania.

Germany lifts restrictions on Albania, and travel will be allowed from Sunday, but the European Council recommends that the restrictions be lifted from today:

The Council Recommendation on the temporary restriction of non-essential travel to the EU and the possible lifting of this restriction is amended as follows:

The first paragraph of point 1 of the Council Recommendation is replaced by the following:
1. From 18 June 2021, Member States should gradually lift the temporary restriction
on non-essential travel to the EU in a coordinated manner in relation to the inhabitants
of the countries third.

With this recommendation EU countries are expected to announce travel arrangements, possibly requiring a Covid test or vaccine certificate.
