The CEC has clarified the draft decision on the vote of immigrants, where it is emphasized that every Albanian citizen who is abroad and wants to exercise the right to vote, must be registered in the list of voters abroad, in accordance with the established rules.
The person who will vote from abroad must submit an application for registration. The deadline for submitting the request begins 120 days before the election date and ends 68 days before this date. The request is made through PER, the Electronic Registration Platform and is accessible free of charge.
To make the request, the voter must open an account on this platform. Then, to register, he must scan the identification document issued by the Republic of Albania. After the data is verified if it is correct, the voter will be notified of his request within 5 days.
"Every Albanian citizen with the right to vote who is abroad on the date of the elections and who wants to exercise the right to vote for the elections to the Assembly from where he is, must be registered in the list of voters abroad, in accordance with the rules in this decision.
The State Commissioner of Elections publicly announces the opening of the process of drawing up the list of voters who vote from abroad no later than 10 days before the start of this process. The request is carried out through the Electronic Registration Platform, hereinafter referred to in this decision as "PER", which is created, maintained and updated by the Central Election Commission. PER is accessible free of charge to the voter. The voter will be given the opportunity to download this platform both in the desktop version and in the mobile version without being conditioned by the type of electronic device he will use".
As for the list of voters who vote abroad, the draft decision says that it is a single list at the electoral zone level and contains the list of Albanian citizens who have expressed their will to vote from abroad according to the rules defined in this decision and who are registered in the National Register of Civil Status in the territory of the respective electoral zone.
The list of voters who vote abroad is drawn up and used anew for each pair of elections for the Assembly. In any case, the CEC and the General Directorate of Civil Status maintain the database of voters who vote from abroad for each pair of elections", the draft decision states.
