Immediately after the news that Germany opens its borders with Albania after the blockade due to the Covid-19 pandemic, the German Embassy in Tirana provides some clarifications.
On its official Facebook page, the Embassy writes that starting from June 20, movement from Albania to Germany is allowed, but adds that the Covid test should be done for this.

Removal of incoming travel restrictions from Albania to Germany.
The Federal Government has lifted all incoming travel restrictions for persons resident in Albania with effect from Sunday, June 20, at 0:00 CET. From this date, travel to Germany of persons resident in Albania is allowed again for all travel purposes. For incoming air travel ??, a test certificate, a document proving cure or vaccination is required.
